Papua New Guinea does not have a national fire code equivalent to Australia’s National Construction Code or India’s NBC. In practice, many projects are assessed against the Building Code of Australia and relevant Australian Standards, either by Australian-based certifiers engaged on the project or by fire safety engineers using the same technical reference points.
That creates a familiar technical framework, but it does not mean Australian requirements can simply be copied across without thought. Site conditions, construction methods, authority expectations, maintenance capacity, and local project constraints all need to be considered when developing a fire strategy that will work in practice.
Fire safety engineering in PNG has also often relied on international consultants brought in for individual projects. Port Moresby
A representative example of our capability is the Star Mountain Plaza Stage 2 project in Port Moresby, Papua New Guinea. FCC was engaged to provide complete fire engineering services for the proposed 19-storey mixed-use development, supporting the project from the design phase through to construction, commissioning, certification, and final occupancy.
As the project's Fire Engineer, FCC prepared a comprehensive Fire Engineering Report (FER) to address departures from the Deemed-to-Satisfy (DtS) provisions of the National Construction Code through a rigorous performance-based design approach. The assessment developed technically sound and practical fire engineering solutions that demonstrated compliance with the Performance Requirements of the NCC while maintaining the architectural and functional objectives of the development.
Beyond the preparation of the Fire Engineering Report, FCC worked closely with the project architects, engineers, regulatory consultants, contractors, and approval authorities throughout the project lifecycle. The FER established clear fire engineering requirements for each design discipline and trade contractor, providing a coordinated framework for detailed design, construction, commissioning, compliance verification, and occupancy approval.
